North Gresham Neighborhood Association (NGNA) Meeting Minutes

Meeting was provided both in person and via Zoom conference

6:00 PM Sign-in of neighbors/members/attendees. Zoom was set up for online viewing. Meeting called to order -
Established Quorum. Notes reviewed from November 12, 2026 meeting.

6:10 PM Announcement that since last meeting, City of Gresham now recognizes and has reactivated North
Gresham Neighborhood Association. All in attendance applauded.

6:15 PM Invited speaker from City of Gresham Code Enforcement Compliance Supervisor, Ryen Savage, declined in
person attendance due to lack of capacity. Instead they sent a prerecorded video to answer NGNA member
questions regarding numerous complaints of illegally parked vehicles on city streets creation hazardous conditions,
certain residents running illegal activities out of homes (i.e., garbage and dump, landscaping, mechanic), smell and
noise pollution created by these, and similar grievances. NGNA was sent a video to play for attendees. Video

A copy of the video will be sent for posting on NGNA’s City of Gresham webpage and to be made available with
meeting notes for viewing. Members asked for the Gresham Code Enforcement telephone number to log complaints.
The video stated residents are encouraged to use the MyGresham app to log complaints for greater efficiency,
however, telephone number will be looked into especially for those unable to use electronic means.

6:30 PM All applauded for speaker City of Gresham Solid Waste & Sustainability Manager’s, Shannon Martin,
attendance in person. Shannon mentioned their department is complaint driven. There are options available to help
keep neighborhood clean in addition to what Gresham provides. SOLVE, Adopt-A-Road program. San Rafael with
bulky items will need to be coordinated with City of Gresham. They can help financially, grants can be allotted.
Gresham Code Enforcement Team can provide supplies and graffiti removal kits. Gresham will take care of
hazardous waste in conjunction with METRO. Gresham recognizes Wilkes Road is a problem area and industrial
areas off Sandy. Metro leads hazmat events that Gresham and Neighborhood Associations can reach out to
organize clean up events.

6:40 PM Many in attendance offered ideas on which day to organize a Spring Clean Up event. After many excellent
suggestions it was decided that coinciding around the time of Earth Day would be best. Spring Clean Day will be
held during morning and afternoon hours for early risers and late sleepers to have an opportunity to have a share.
Board Land Use Chair Jesse Osborne volunteered to help get the word out. An email will be sent for voting on
where to meet. Some location ideas are: Kirk Park, 183rd & Halsey, Gresham Fairview Trail, 192nd & Halsey.

6:50 PM Current Facebook account management continues to be a problem. Comments were made questioning its
usefulness for NGNA. Some ideas are to replace it with alternatives including email newsletter and WhatsApp.
There were no volunteers for creating a NGNA Communications Committee to take on this issue. Will brainstorm
solutions further in future meetings.

6:55 PM Revised NGNA Bylaws were adopted at this membership meeting. (A notice to all members of NGNA
(postcard mailing was sent at least 15 days before the meeting. Submission of proposed wording was sent to City of
Gresham at least 3 weeks before meeting with the proposed bylaws change to be put on the NA webpage along with
the agenda for members to see the proposed wording. In addition, copies of Bylaws were printed and available for
members to look at before voting on adoption at this meeting.) Residents were asked if they had any questions,
comments, or objection to or about the revised Bylaws. No one had questions or comments. NGNA President
Javon Williams moved to adopt revised Bylaws. NGNA Treasurer Gelinda Chernault seconded. All resident
members unanimously voted YES to adopt revised Bylaws.

7:00 PM Meeting adjourned- Board Officers briefly huddled to discuss meeting turnout and mingled with residents.
